Students should realize that 2-digit and 3-digit numbers can be represented in many ways. A task like the one below encourages that sort of thinking. You might notice (although students may or may not) something special about how a number like 21 can be represented—with 21 blocks (21 ones) or 12 blocks (1 one and 11 ones) or 3 blocks (2 tens and 1 one)—every time a trade is made to reduce the number of blocks, 9 fewer blocks are used.
